Saturday, April 21– County Board Regular Meeting
(Note: The meeting starts at 8:30 a.m. with public comment. (Some reports will be posted closer to the meeting date). Agenda highlights include:
Fiscal Year 2019 Budget – After reviewing the County Manager’s proposed Fiscal Year 2019 budget through a series of work sessions with departments, commissions and Arlington Public Schools, considering more than 1,000 community comments and holding two public hearings, the Board will adopt the budget.

Red Cross Building/Trenton Street Rezoning and Site Plan – The Board will hold a public hearing on a proposed Site Plan and rezoning to allow redevelopment of 4333 Arlington Blvd., between North Trenton Street and North Thomas Street, in the Buckingham neighborhood. The site is the former home of the American Red Cross in Arlington.
Applicant Wesley Housing Development Corporation has requested that portions of the site be rezoned, and has submitted a Site Plan for a 115-unit multifamily residential building and 19 townhouse units.The proposed zoning requirement modifications include reduced parking requirements, increased density for provision of affordable housing and Earthcraft Gold certification and other modifications. The 63-unit Whitefield Commons buildings would remain on the site.

Bikeshare at Theodore Roosevelt Island, Gravelly Point – The Board will consider approving a Memorandum of Understanding with the National Park Service to Allow Capital Bikeshare Stations to be located on National Park land. If approved, the agreement would allow the County to place one Capital Bikeshare station at Gravelly Point and another at Roosevelt Island, part of the planned and funded expansion of Capital Bikeshare’s network along the Mt. Upgrading Dawson Terrace Park – The Board will consider awarding a $1.5 million contract to renovate the 3.5-acre Dawson Terrace Park, at 2133 North Taft Street. Two existing courts will be replaced with a single multi-use court that meets existing standards.
The new lighted court will include a high-school dimension-sized basketball court, volleyball and a variety of other court games. The existing playground will get all new equipment. Federal seedling grant — The Board will consider accepting a $9,657 federal grant awarded by the Virginia Department of Forestry to plant seedlings in Bluemont and Benjamin Banneker parks, along Four Mile Run stream.
The seedlings will help restore 3.9 acres of riparian buffer, a permanent area of trees, shrubs and other plants that help improve water quality and the health of the ecosystem. The County is required to provide matching funds. To read the staff report, scroll to Item No. 36 on the agenda.
Water-sewer infrastructure contracts — The Board will consider approving three contracts for water and sewer infrastructure improvements:
A $1.9 million contract with Sagres Construction Corporation to replace a nearly 100-year-old 8” water main that runs under South Arlington Ridge Road from 23rd Street South and South Nash Street with a 12” water main. The larger main will improve fire flow capacity and support neighborhood demand. (Item No. 29 on the agenda).
A $1.75 million contract with Midas Utilities, LLC to upgrade/replace sanitary sewer pipes and provide emergency repairs. (Item No. 27 on the agenda).
A $6.239 million contract with AM-Liner East, Inc., to reline sanitary sewers throughout Arlington. Arlington’s aging sewer system consists of about 465 miles of pipes The County, through its Capital Improvement Program, funds the relining of about 1.5 percent, or 7 miles, of its sanitary sewer pipes annually. Four Mile Run Valley Policy Framework – The Board will consider advertising public hearings in May before the Planning Commission and the County Board on the draft framework for Four Mile Run Valley Policy.
The comprehensive planning effort, launched in 2016, ties together the development of an Area Plan for the mostly industrial area south of Four Mile Run Drive and east of Shirlington Road; a Park Master Plan for Jennie Dean Park, Shirlington Park and the Shirlington Dog Park and the ongoing design of the Nauck Town Square.
