The Arlington County Board today approved the submission of five projects for funding under a regional grant program for I-66 corridor improvements. The projects are intended to help move more people and increase travel options along I-66 as tolling is implemented on the highway.
The grant program is being administered by the Northern Virginia Transportation Commission (NVTC) as part of the Virginia Department of Transportation’s (VDOT) Transform I-66 Inside the Beltway Project. The Transform I-66 project will convert I-66 inside the Capital Beltway to dynamically-priced toll lanes during rush hours in the peak directions.
“This application is the first step in Arlington’s efforts to minimize the impact of I-66 tolling on our community,” said Arlington County Board Chair Libby Garvey. “It is critical, as this project moves forward, that we do everything we can to encourage people to use transit, and to reduce congestion on I-66 inside the Beltway.”

$5 million for initial projects
VDOT allocated $5 million for initial corridor improvements to be put in place when tolling begins. I-66 toll revenues will fund future corridor improvement projects.
Arlington will submit the following projects for grant consideration:
- Making bus stops more accessible along Lee Highway and Washington Boulevard
- Installing real-time transportation information screens at Metrorail stations, at bus stops and in buildings in the Rosslyn-Ballston corridor
- Expanding ART 55 service, serving Lee Highway from East Falls Church to Rosslyn
- Expanding Metrobus Route 2A, serving Fairfax County, Falls Church and Washington Boulevard
- Regional transportation demand management initiatives, including a travel planning app for cell phones, commuter service outreach and vanpools for residential properties
The County selected these projects based on their expected benefit to toll-paying users of I-66. The highest priority was given to projects that could be operational, or at least obligated, by the start of I-66 tolling, expected in summer 2017. The Arlington Transportation Commission voted unanimously to support this package of projects at its Feb. 25 meeting.
NVTC is accepting applications for I-66 corridor improvements through March 24. It will publish a list of submitted and eligible projects for public comment at least 30 days in advance of a May 5 public hearing.
