The Arlington County Board will hold its November Regular Meeting on Saturday, Nov. 16, starting with public comment at 8:30 a.m. The November Recessed Meeting will begin at 3 p.m. on Tuesday, Nov. 19, with reports from the Board and the County Manager. Regular hearing items at the Recessed Meeting will be heard no earlier than 6:45 p.m.

Saturday, Nov. 16 – Regular County Board Meeting

Proposed Harris Teeter site redevelopment (600 North Glebe Road): The Board will hold a public hearing and consider several actions that, if approved, would allow SEHT North Glebe, LLC redevelop the Harris Teeter grocery store and American Service Center site at 600 North Glebe Road. The proposed mixed-use development would include three new buildings and offer 732 apartments; a new grocery store; ground floor retail; a public open space of about 0.63 acres that the developer would build and maintain; new street segments and above-and-below-ground parking garages.
The developer has agreed to contribute $4.1 million to affordable housing in Arlington, improve the signal infrastructure at Randolph and Glebe Road and replace a segment of water main under Glebe Road. To read the staff report, scroll to Item No. 37 on the agenda.
Eliminating maximum bonus density for provision of affordable housing and community facilities: The Board will hold a public hearing and consider the Manager’s recommendation to eliminate bonus density maximums for developments that propose to provide affordable housing or community facilities.
If approved, the proposed changes to the Zoning Ordinance would allow the County to consider on a case-by-case basis the appropriate bonus density for a special exception site plan development. Currently, the Zoning Ordinance limits bonus provisions for affordable housing and community facilities to three-to-six stories of additional heights and additional density of 25 percent for residential, 0.25 FAR for office and 10 percent for hotel development. Renovating Jennie Dean Park: The Board will consider approving a $15.5 million contract to MCN Build, Inc. for the first phase of a planned comprehensive renovation of a redesigned and expanded Jennie Dean Park, 3630 27th Street S. Construction is expected to begin early next year on features that will include lighted diamond fields, a tennis court and basketball court, playgrounds, shelters, restrooms, public art and more. The Board also will hold a public hearing on several actions related to the park, including the certification of Transferable Development Rights. Regulating shared mobility devices: The Board will hold a public hearing and consider proposed regulations and a permit system for shared mobility devices, including e-scooters. Staff is recommending that the devices be treated like bicycles and be allowed (with limitations) on sidewalks, trails, bike lanes and low-speed streets. 2020 General Assembly Session Legislative Package: The Board will hold a public hearing on the proposed 2020 General Assembly Legislative Package to gather comments from the public before finalizing the legislative package at its December 17, 2019 Meeting. The Board will also hold a work session on the proposed legislative package with the Arlington General Assembly delegation on Dec. 3, 2019 from 3 p.m. to 5 p.m. in the County Board Room. Funding Neighborhood Conservation projects: The Board will consider approving $3.015 million in 2018 voter-approved Community Conservation Bond funds for four projects recommended by the Neighborhood Conservation Advisory Committee. FY 2021 Budget Guidance: The County’s annual operating budget process will kick-off with the Board providing guidance to the Manager for preparing his Proposed Fiscal Year 2021 Budget, after the Manager presents his financial and budget forecast. The Board’s guidance will set the parameters for the Manager’s construction of the balanced Proposed Budget that he will present to the Board at its February 2020 Meeting. The Board will thoroughly review all aspects of the Proposed Budget through a series of work sessions with departments, commissions and Arlington Public Schools, and will adopt the FY 2021 Budget and Calendar Year 2020 real estate tax rate at its April 2020 Meeting.
