Arlington County Manager Barbara Donnellan has appointed Steven Cover, AICP, to head the County’s Department of Community Planning, Housing and Development (CPHD). Cover will begin his duties on March 2, 2015.
Cover has extensive experience leading local government planning departments. He joins Arlington County Government from the City of Madison, Wisconsin, where he was the director of the Department of Planning and Community and Economic Development, overseeing a staff of 180, from 2011. In that position, he supervised planning, economic development, building inspections, housing and community development. Cover developed Madison’s first comprehensive Transportation Master Plan, and created major redevelopment initiatives.
“Steven is a great addition to our team,” said Arlington County Manager Barbara Donnellan. “His long and successful career in local government makes him the ideal choice to lead CPHD, a key department responsible for turning the County’s Smart Growth vision into reality.”
Cover’s responsibilities will include supervising Planning, Zoning, Inspection Services, code Enforcement, Housing and Neighborhood Services and taking the lead on key County initiatives in the areas of long-range planning, transportation planning, development review, zoning, housing and neighborhood conservation and revitalization.
Cover succeeds Robert Brosnan, who has served as director of the Department of Community Planning, Housing and Development since June 2011. Brosnan served as Planning Director for the County from 1988, and joined County staff in 1977.
Served in Atlanta, Annapolis and Anne Arundel County
Prior to his work in Madison, Mr. Cover was the Director of Planning and Community Development for the City of Atlanta, GA; the Director of Environment and Community Development for Fulton County, GA; the Director of Planning and Code Enforcement for Anne Arundel County, MD, and Managing Principal at HOK Architects in Atlanta, GA.
He holds a Master of Architecture and Master of City Planning from the Georgia Institute of Technology, where he earned his bachelor of science in architecture.
Arlington’s award-winning Department of Community Housing, Planning and Development is responsible for the development review process; comprehensive planning; zoning administration; inspections and code enforcement and data analysis for Arlington County. The department is responsible for planning both in Arlington’s neighborhoods and in the densely developed, transit oriented Metro corridors. CPHD is the lead department in implementing the County’s Smart Growth planning vision.
